In case users notify that the Power BI data gateway is unreachable (see screenshot below)

the Power BI administrators can check the status of the data gateway from the Power BI service.

Then, if necessary, they can check the status of the service on the corresponding Windows Server. 

The service called 'On-premises data gateway service' should be in status Running. If not the service can be started manually.
