Power BI workspaces can be used to store Excel files which teams can share across. 

Important: In order to be able to upload and/or download an Excel file from a Power BI workspace, users must have at least the Member permission role. Contact the IT helpdesk in case you need to acquire the necessary permissions.

In case you are all set with permissions, you can proceed as follows:

- Open the Excel file by clicking on it

Once the file is opened, you can't refresh it from Power BI; you need to download it to your computer to complete a data refresh.

Click on  "Dowload this file" to start the download, the file will be then available on your local "Downloads" folder.

You can now close your browser page and open the file from your computer. 

Select "Enable Content" 

then click on Data->Refresh All ->Refresh all to complete the data refresh
