Power Bi desktop application my get stuck on the startup/splash screen without any error and restarting computer will not solve the problem

To solve this problem simply open Windows Settings > Apps and scrool down until Microsoft Edge WebView2 Runtime

Click "Modify" and then choose "Repair" 


Once repair is completed Power Bi Desktop should be working normally. 


If the problem still persist make sure it is running on a screen where font scaling is set to 100% as there may be errors on the window that may be hidden by the increased font size.
