When creating a visual, Power BI only shows relevant data to properly manage how a data is presented and displayed. 

But there may be times when you want to show items with no data.

To enable the Show Items with No Data feature, select the Visual you want to present, Go to the Fields panel.

Right click on the field, select "Show items with no data" from the menu that appears.
